HB 2405 Establishes a statewide e-permitting program

HB 2405 will provide Oregon contractors access to a full range of building department services for any location or building site in the state through a one-stop e-permitting Web site.

 

To do this, the State of Oregon would partner with local governments to:

  • Offer a full range of electronic building permit services.

  • Enhance services currently offered at e-building pilot program

  • Coordinate the sharing of data and information with jurisdictions' permitting systems.

  • Provide a tracking system within the site.

 

The Web site will allow:

  • Application, payment, and receipt of trade and building permits.

  • Intake, review, and tracking of plans.

  • Scheduling, tracking, and reporting of inspections.

  • Tracking of construction and permit activity from plan review through final sign-off by jurisdiction and contractor/architect/home or property owner.

  • Location of correct jurisdiction for the permitting, plan review, and inspection responsibilities.
 
HB 3097 Expanded the e-permitting pilot project
HB 3097 Removed the sunset provision of SB 713; allows the pilot to continue statewide and authorized the division to explore the feasibility of a statewide e-permitting system or network.
 
SB 713 Enabling legislation; allowed a pilot project and a study

SB 713, effective September 2003 directed the Department of Consumer and Business Services to establish a pilot electronic permitting program in the Portland metro area and to assess the resources necessary to construct an electronic permitting system to serve contractors and jurisdictions statewide, and exxempted electronic permitting transactions from signature requirements, or the submission of handwritten materials mandated by a host of statutes covering licensing and permitting requirements.
